Section 1: Introduction
1.1 Introduction to the Dissertation
The first part of this section deals with a brief background overview of the UK construction industry, the Rationale , Limitations and the identification of the hypothesis statement. After that, the research objectives are outlined and finally the overview of the section.

1.2 Background : Overview of the UK Construction Industry
The Construction industry worldwide has been hugely criticised for chronic delays, which have an extremely devastating impact on the delivery of construction projects. The UK construction industry is not an exception, with criticisms coming widely from academics, practitioners, and governmental organisations. Delay problem in Construction is a global pandemic.
Sambasivan and soon (2007), and Agyekum- Mensah et al. (2012) for instance, in their research paper on delays, observed that globally over 40 per cent of construction projects suffered a delay. Also, Colin and Retik (1997) state that around 52 per cent of the UK Construction projects typically overrun on time. A Department of the Environment, Transport, and Region (2000) report also points out that the problem of delay in construction projects resulting in time overrun is prevalent. Further, a University of Bath report prepared by Grave and Rowe (1999) show that 70 per cent of most of UK Public Sector projects go beyond their estimated completion time. More evidence is that of megaprojects across the country such as Wembly stadium and the Scottish Parliament which had to attract much of public attention and debate on construction project delays. Sir John Egan’s (1998) report had also highlighted the need for improvement in the UK Construction industry, and even after so many years, a follow-up, Wolstenholme (2009), UK Government study also points out that the industry’s improvement still is insignificant.
Several other reports, such as the UK National Audit Office (2001, p.4) state that 70 per cent of construction projects experience a delay . Mair (2014) study claim that now 75 per cent of the UK delay their construction projects.
With this overwhelming evidence, delay, therefore, remains a challenge to the UK construction industry. If efficiency and improvements are still much needed to the industry, then all stakeholders should seek a better understanding of underlining causes of delay and their effects.
1.3 Rationale/Statement of Problem
As highlighted in the background, there is still need for a better understanding of underlining causes of delays and their effects. However, a mere identification of these causes without linking them to their identified effects may not be useful. This is what most the studies on the causes of delays on UK construction projects have done so far. For this reason, this research will go further to link the identified causes to specific identified effects on the construction project.

Hence the need for this Investigation into the causes of delay . The research problem title is ‘ AN INVESTIGATION OF CAUSES OF DELAY IN CONSTRUCTION PROJECTS’

1.4 Limitations
This research is limited to the UK Construction projects and focuses on Essex county in the south East of England.

1.5 Hypothesis
Contractors are the main causers of delay in construction projects in Essex.

1.6 Research Objectives
1.To identify the major causes of delay in the Construction industry around the globe using secondary data.

  1. To identify what causes, have a significant impact on the Construction projects.
  2. To identify the most frequently occurring causes of delays to the construction projects.
  3. To identify the effects/ consequences of the causes to Construction project objectives( time, quality and cost ).
